Async wrapper for dynatrace.userActions.create.
Parameters
- options: UserActionStartOptions
  An options object to configure the user action. customName is required.
- timeout: number = 10_000
  Timeout in milliseconds to wait for the RUM JavaScript and user actions module to be available (default: 10000)
Returns Promise<UserActionTracker>
A promise that resolves to a UserActionTracker object.

Throws
A DynatraceError if the RUM JavaScript or user actions module is not available within the timeout
